You must have working knowledge of PSP to complete this tutorial.  This tutorial was written using PSPXII

Open new Canvas 600*600

New Layer, flood fill with Paper 25 Apply mask and resize to your liking, Merge Group

c/p Frame 2, resize to your liking, use Magic Wand Selection and select the inside of your frame, Selections, expand, 5 pixels, new layer, flood fill with Paper 19.

Add CU between Frame and paper, resize and place to your liking, click paper layer, select all, float, invert, delete, leaving the bit of your tube with in the frame.  Duplicate, apply soft light to the copy, and Guassian blur 3.0 to original layer, drop shadow

C/p Tube, over the over the top of the frame,and resize to your liking. Drop Shadow

Feathers 3,Place over the mask, resize to your liking

Ribbons and Gems, Resize and place to your liking, duplicate, mirror, Drop Shadow

Heavenly Glow Swirls, resize to your liking, drop Shadow

Candles, Resize and Place to your liking, Drop Shadow

Flower 4, resize and place to your liking, Drop Shadow
