You must have working knowledge of PSP to complete this tutorial.  This tutorial was written using PSPXII

Open new Canvas 600*600

New Layer, flood fill with Paper 3, Apply mask and resize to your liking, Merge Group

c/p Frame 2, resize,and place to your liking,use magic wand, select the inside of the Frame, Selection, expand 5 pixels, new layer, flood fill with Paper 1.

Paste close up tube between Frame 2 and Paper 5, resize and place to your liking,use magic wand, select the inside of the Frame, Selection, expand 5 pixels, Delete leaving tube inside the frame.  drop shadow, duplicate, guassian Blur 3.0 on Original.  On Copy change to Lumincance (L), drop opacity to 40%

Paste tube, resize to your liking, place to Left Side, apply Lokas 3-D

Glitter Splat, resize to your liking, drop Shadow

Sparkles1,resize and Place to your liking, drop shadow

Scythe, Resize and Place to your liking, Shadow

Heart Rose. resize and place to your liking, Drop Shadow

Brain, resize, Place to your liking, duplicate, move to opposite Corner of the frame, drop shadow

Candle, resize, place to your liking, Duplicate, Mirror, Flip, put on opposite corner Drop Shadow

Bloody Eye,resize, place to your liking, Drop Shadow

Martini, place to your liking, Duplicate, mirror Drop Shadow

Forked Eye,resize, place to your liking, Drop Shadow

Sparkles 1,resize, place to your liking, Drop Shadow
